In its continued commitment to inclusive service and community safety, Negros Power highlights a significant milestone in dealing with informal settlers, whose electrical connections are mostly illegal taps. Their consumption is considered system loss, and their unrecorded bill is distributed and paid by those with legal connections. But not anymore. A total of 2,210 approved electrical permits were processed in 2025 while strengthening its ISNAP (Informal Settlers New Application Program) to further expand access to electricity for underserved communities.

Recognizing the need for a more accessible and efficient system, ISNAP aims to bridge the gap between informal settlers and legal electrical connections.

At the core of ISNAP is the integration and simplification of procedures from securing electrical permits at the Office of the Building Official (OBO) to completing applications with Negros Power. By streamlining these steps, the program ensures a more convenient, faster, and user-friendly experience for applicants who often face challenges navigating traditional processes.

Beyond convenience, ISNAP carries a deeper mission: to promote safety and sustainability within communities. Informal settlements are often vulnerable to electrical hazards due to illegal connections, which can lead to fires and other life-threatening incidents. Through ISNAP, Negros Power seeks to significantly reduce these risks by encouraging legal and properly installed electrical services.

Regular Visits and Information Dissemination

To further bring services closer to the people, the Community Relations Team of Negros Power conducts weekly visits to barangays, assisting residents with their applications and providing guidance on the ISNAP process. Interested applicants may check the official Negros Power page for the posted schedule to know when the team will be in their area, or they may directly visit the Negros Power office for assistance.

Regular forums are held to update the community.

The initiative also reflects Negros Power’s commitment to grassroots engagement, bringing essential services closer to the people who need them most. By reaching out to communities, particularly in identified fire-prone areas, the company reinforces its role not just as a power provider, but as a partner in community development.

Ms. Unice Castillon, Community Relations Assistant Manager of Negros Power, emphasized the importance of the program, stating, “ISNAP is more than just a service initiative; it is a commitment to inclusivity and safety. We want to make the process easier for our informal settler communities so they can access legal electricity without difficulty. Through this program, we are not only providing power but also helping protect lives and properties by reducing unsafe and illegal connections.”

As ISNAP continues to expand, it stands as a testament to Negros Power’s vision of a safer, more inclusive, and electrified future where every household, regardless of status, has access to reliable and legal electricity.
