Under its advocacy, “Ikaw ang Una,” the Negros Electric Power Corporation (NEPC) conducted an Information, Education, and Communication (IEC) activity for Bacolod City vendors. It invited members of the Federation of Bacolod City Vendors Association (FedBaCVA) to strengthen consumer awareness and engagement on electricity-related concerns. The company believes that the dissemination of the right information is integral to community building, especially among local entrepreneurs and community members.

NEPC Ikaw ang Una: Bacolod City Vendors
The activity gathered 30 Bacolod City vendors, all of whom are officers and officials, representing 17 vendors’ associations around Bacolod City. The IEC aimed to provide participants with updated information on NEPC programs, consumer rights, and obligations. Moreover, they were taught about the relevant electricity laws affecting electricity use and service, so they will not be surprised every time they receive their electric bills.
During the discussion, Ms. Maricel Pe, Assistant Vice President (AVP) for Customer Care and Marketing, oriented the participants on the consumer programs available under NEPC. Meanwhile, Engr. Leomel “Bong” Tambanillo presented the accomplishments of NEPC over the past 16 months, highlighting key improvements and progress in service delivery.
Addressing Electricity Pilferage
Engr. Edwin M. Montemayor discussed Republic Act No. 7832, emphasizing its role in addressing electricity pilferage and system loss reduction. Meanwhile, Atty. Ely Niño Azuelo, Junior Legal Officer of Negros Power, discussed the Magna Carta for Electricity Consumers, focusing on consumer rights and obligations.
The Importance of Information Dissemination and Awareness
Held last January 30, 2026, participants described the IEC initiative as timely and informative. It provided Bacolod City vendors with relevant knowledge on electricity policies, consumer protection, and NEPC initiatives.

Beboy Vaflor Cañada emphasized the value of the activity, saying, “This IEC is very important for us vendors because it helps us clearly understand our rights and responsibilities as electricity consumers. Through this discussion, we become more informed and better equipped to cooperate with NEPC for proper and responsible electricity use.”
Likewise, Lucelyn De La Paz also expressed appreciation for the initiative, stating, “We thank NEPC for reaching out to the vendors and taking the time to educate us. This IEC strengthens our partnership and gives our members confidence that their concerns are being heard while learning the laws and programs that affect our daily operations.”
The IEC activity was described as productive and meaningful, serving as a venue for dialogue, clarification, and strengthened cooperation between NEPC and the vendor sector. The initiative underscores NEPC’s continuing commitment to consumer education, community partnership, and service excellence under its advocacy, “IKAW ANG UNA.”
