Central Negros Electricity Distribution Utility, Negros Power, has announced that the average residential electricity rate for November 2025 is ₱12.23 per kilowatt-hour (kWh). This is a slight adjustment from last month’s rate. The commercial rate for the month stands at ₱12.28 per kWh. The utility company also emphasized its continued support for consumers affected by Typhoon Tino, offering flexible payment terms for qualified households and assured that no disconnection and surcharges would be imposed on those consumers who cannot settle their bills on time.

Flexible Payment Options
“As part of our support for consumers after Typhoon Tino, we are providing flexible payment options to customers consuming not more than 100 kWh,” Negros Power said in its November rate advisory posted on social media. “There will be no power disconnections and no penalties for unpaid electricity bills covering the period from November 4 to December 31, 2025.”

To clarify the factors driving this month’s adjustment, Negros Power outlined several key developments.
Reasons for Higher Rates
Higher WESM Rates: Wholesale Electricity Spot Market (WESM) rates increased significantly—from ₱5.1922/kWh to ₱7.6709/kWh, a jump of ₱2.4788/kWh. The spike was attributed to the deration of multiple power plants following the October 2025 earthquake, resulting in tighter supply and increased market prices. Consequently, the overall generation charge rose by ₱0.4438/kWh.
Resumption of UC–Environmental Charge: Based on an ERC Advisory dated November 7, 2025, distribution utilities are required to resume collecting the Universal Charge–Environmental Charge at ₱0.0025/kWh. This government-mandated fee supports the National Power Corporation’s watershed rehabilitation and management programs.
FIT-All Rate Adjustment: The Energy Regulatory Commission has approved a new Feed-In Tariff Allowance (FIT-All) rate of ₱0.2073/kWh for 2025—an increase of ₱0.0884/kWh from the previous ₱0.1189/kWh. The adjustment takes effect this month pursuant to the ERC’s October 22, 2025 decision (ERC Case No. 2024-095 RC).
Lower Transmission Charges: Transmission fees saw a modest decline due to reduced Ancillary Services and Reserve Market Charges, which dropped by ₱171.57/kW (from ₱797.95/kW to ₱626.38/kW). This resulted in a ₱0.2375/kWh decrease in transmission charges for residential customers, helping temper the overall rate increase.
Unchanged DSM Charge: Negros Power’s Distribution, Supply, and Metering (DSM) charge remains at ₱0.89/kWh, covering electricity delivery, meter reading, and maintenance of local power infrastructure.
“We appreciate everyone’s understanding as we work to assist all affected consumers during this recovery period,” the company said.
