Energy Secretary Garin Commends Negros Power and Bayanihan Efforts

Energy Secretary Sharon Garin lauded the rapid and coordinated efforts of Negros Power and the people of Central Negros in restoring electricity after the devastation of Signal No. 4 Typhoon Tino. She calls the collaboration a “remarkable example of resilience and unity.”

“We commend the Negros Power teams and the resilient communities who have united to restore electricity with extraordinary speed and safety, even in the wake of such devastating storms,” Secretary Garin said in a statement released by the Department of Energy.

Recovery After Typhoon Tino

Three weeks after the typhoon struck Negros Island on November 4, 2025, Negros Power has achieved major restoration milestones, bringing back power and a sense of normalcy to thousands of consumers across its franchise area.

Power Restoration Progress as of 11:00 AM, November 21, 2025

Major system components are now fully restored:

  • 100% (5/5) sub-transmission lines energized
  • 100% (11/11) substations energized
  • 100% (48/48) feeders energized

Bacolod City (157,646 customers):

  • 100% secondary lines restored
  • 99.48% metering and service-drop connections restored
  • Only 0.52% (812 customers) remain for final restoration

Entire franchise area (244,915 total affected customers):

  • 96.50% re-energized
  • 3.50% pending restoration—mostly in remote or heavily affected areas

Challenges in Remaining Areas

In certain sitios, restoration has been slower because of the following reasons:

  1. Downed poles requiring manual hauling and installation
  2. Severely damaged meters and service wires
  3. Privately owned poles and transformers need promissory agreements before reconnection
  4. Unrepaired service entrances in typhoon-damaged houses

However, Negros Power assured that its teams remain deployed round-the-clock to complete the remaining restorations safely despite the challenges.

Bayanihan in Action

Negros Power expressed deep gratitude to government officials, barangay leaders, volunteers, and partner agencies who contributed personnel, equipment, and assistance. These are integral for speeding up recovery efforts across the region.

The swift restoration, officials noted, is a testament to the Bayanihan spirit that continues to unite Negrense communities in times of crisis.
